Hi there. I'm trying to install on a Raspberry Pi Desktop OS on my netbook. Output below:
$sudo apt-add-repository ppa:mutlaqja/ppa
Latest INDI Library and drivers!
This PPA is for stable Ekos & INDI drivers releases.
More info: https://launchpad.net/~mutlaqja/+archive/ubuntu/ppa

Clearly something not quite right on that last line. If I try update:

I've "solved" the signing issue by "trusting" the repository in sources.list. However now having dependency issues. I'm thinking that the problem is that the package install of indi/kstars-bleeding is based on ubuntu, but the Rasp Pi Desktop is based on Debian Stretch. Correct?
Yes, the PPA only works with Ubuntu and unfortunately not with Debian, Raspbian and other Linux flavors. Either you'll need to compile all yourself or switch to Ubuntu.
EDIT: by the way, this is inherent to the PPA system, not specifically to the one set up by Jasem. PPAs are designed for and by Ubuntu.
OK, just post in this topic if you encounter any problems. I have taken up on compiling both KStars and INDI myself recently and there are lots of experienced forum users so I am sure that among us we will be able to help you.
