The wiring looks correct.

Let's try a couple things. On the INDI control panel, for the Waveshare driver, go to the options tab, and check and see what the "delay per step" is set to. If it's 0, that probably won't work (terrible default, I need to change that). Set it to 400.

Then go back to the Main Control tab, and next to Relative Position, type in 1000 and hit Set. This will cause the motor to move 1000 steps every time you hit Set. You can hit the Focus In or Focus Out buttons to change the direction that it moves.

Let me know if that allows the motor to move.

Hmm, might be a permissions issue accessing the GPIO pins. Try running indiserver as root instead of as the pi user. See this post for some more details:

Yes, that's how I have mine set. All switches on, 1/32 microstepping.

Okay, is your user a member of the gpio group? From the command line, type "groups" and it will tell you what groups the current user is a member of. gpio should be one of them.

I'm sorry, but I can't find anything wrong. All the configuration looks good. Permissions seem to be fine. Wiring looks right. The only thing I can think of is maybe there actually is a problem with the wiring. Try swapping the red and green wires, for example.

When power is applied to the motor hat it will apply a holding torque to the motor by itself. Is it at least doing that? If not, it is not an indi driver issue.

Oh, one more thing, are you absolutely sure the motor isn't moving? With the delay per step, and the 26:1 gearing reduction, the motor will move very slowly. And 1000 steps with 26:1 reduction won't move the motor very far, only about 1/5 of a revolution. Maybe try moving 10000 steps and carefully watching the motor for movement.
