Thank you. I agree, it has probably something to do with my old laptop.
In the meantime I have checked the camera connected to a Raspberry Pi 3 (USB 2.0) running Mate and the same KStars build. The cooling works fine. Any temperature can be adjusted and i reached in a few minutes (however, the Raspberry crashes when running sequences when I use it in the field, thats why I switched to my old laptop).

2.0 GB RAM
Intel CPU T2400 @ 1.86 GHzx2
Graphics Intel 945GM x86/MMX/SSE2
The camera is connected by USB 2.0 (using the USB 3.0 cable that came with the camera)
I installed ASICAP for Linux and I am observing the same problem (see attachment).
Any suggestions what to do next?

I have encountered the problem that INDI/EKOS does not communicate properly with my ZWO ASI1600MM PRO.
If I set cooling (in ccd menu or in EKOS or INDI control panel, no difference) to (lets say) 0°C (or any temp X) then cooling starts and the displayed temperature drops. BUT the displayed (!) temp stops at 1.5°C (or X+1.5°C). However, cooling is still powering (in the attached screenshot at 42%). When I stop INDI and reconnect quickly, I observe the real temperature much below target (here -5°C, since cooling is still disabled the temp rises quickly of course).
This problem is reproducible (restarting INDI server, restarting KStars, reboot, different power supply).
I do NOT encounter this problem under windows (e.g. SharpCap or ASICAP).
Please help me.
I have reported this problem in the Bugtracking system under the #402163:
Start cooling in CCD Menu. Set to 0°C (or any other Temp x). The temp drops to 1.5°C (or x+1.5°C) displayed in EKOS. However, the temp drops below target uncontrolled (as observed by disconnecting and reconnecting immediately, see screen shot 2)
Temperature control works perfectly under Windows.
STEPS TO REPRODUCE
1. Connect ASI1600MM
2. Set temp to x and press "set"
3. Observe temperature
Temp displayed is x+1.5°C
After reconnecting CCD (fast) temp << x (not controlled)
