I'd propose a driver for observatories which want batch their astrometrical submissions to MPC using an INDI driver.
The driver would snoop from the related drivers coordinates, astrometry solutions and object informations and report them to MPC using cURL.
Will add it into indi-3rdparty.
There would be the need of an actibr subscription into MPC to submit data, this part would have to be in another place.
