OEM ToupTek camera with idvendor 0x0547 not recognizing.

I have a RisingCam IMX178 camera with vendor ID 0x0547 that is not being recognized. I found the UDEV rules for these vendor IDs that set them to mode 0666. But it appears to be ineffective.

Having searched the forum for other mentions of RisingCam cameras. I have concluded there has been little to no progress made to support these rebranded ToupTek cameras that once functioned. :(

I copied the static library libtoupcam.so from the PHD2 build files into /usr/lib/aarch64-linux-gnu.
It overwrote libtoupcam.so.1.49.1 (There are a couple older libs in my directory with lower numbers)
I then recompiled the driver, a new libtoupcam.so.1.50.1 appeared in /usr/lib/aarch64-linux-gnu. I'm not sure why, and I'm not sure which version was actually used. But the result is the camera is now working.
This is apparently a library issue.

lsusb tells me it is 0x0547. But it ended up being an issue with the library.
