Can Ekos send GOTO commands to a GOTO mount through an ST-4 port, or can it only do it through a serial connection? A fellow I was talking to has an old SkyWatcher NEQ6 Pro mount, and serial connection to a computer appears to be rather clumsy at best for that unit.

The ST-4 port is just like having 4 switch to throw, E/W/N/S. Throw a switch, go that direction, release the switch, stop.
The rate at which you move is dictated by the control software of the mount, usually well less than 2X sidereal.
You can build a button box with real switches, use the GND signal and one of the E/W/N/S to move.
No protocol, no API, just a switch.
