Why so many rules.d ?

In Stellarmate OS there are two locations with udev rules:

/etc/udev/rules.d with rules for many devices including atik and other cameras
/lib/udev/rules.d with 3 99-rule files for apogee, com and meadedsi

What the difference is between these locations ?

To my best of knowledge, the ones in /etc/udev are supposed to be user maintainable and the ones in /lib/udev are supposed to come with the packges installed on the system.

This is in a fresh install, All those rule files come with the Stellarmate OS image...
Anyway, from your reply I understand that location is not critical and that the preferred location for my particular rules would be /etc/udev/...
Damn! I just copied them to /lib/udev...

Stellarmate is not a regular Linux distribution and has been prepared for astronomical use. Hence the rules in /etc/udev.
